Free Expression and Direct Solicitation/Sales to Staff or Students


Individuals and organizations engaging in free expression and/or distribution of non-commercial materials must comply with Contra Costa Community College District Student Services Procedure 3025.

Outdoor Distribution

Any person may hand distribute non-commercial materials in outdoor areas of the campuses. This activity shall not disrupt the free flow of persons and traffic and shall not interfere with college activities.

Parties interested in passing out non-commercial materials from a distribution table must follow the Vendor Registration Process outlined below in order to register their names, addresses and phone numbers with the Office of Student Life. Parties will be assigned to the college designated area at either the Pittsburg campus or Brentwood center, depending on availability.

Indoor Distribution

Individuals are prohibited from distributing materials in classrooms when those rooms are being used for instructional activities unless authorized by a faculty member. Individuals are prohibited from distributing materials in libraries, faculty and administrative offices and student service areas. With prior permission from department heads, materials such as pamphlets and brochures may be left in waiting areas, lobbies or lounges assigned to a specific department. Individuals are also prohibited from placing any materials other than campus and/or class-related communications or assignments in faculty mailboxes. Individuals may place materials in student leadership or club mailboxes in the Student Life area with prior permission.

Direct Solicitation or Sales to Staff or Students and Distributing Materials of a Commercial Nature

Individuals and organizations engaging in interested in distributing materials of a commercial nature or conducting direct solicitation or sales to staff or students must comply with Contra Costa Community College District Student Services Procedure 3025 and complete the Vendor Registration Process.

Note: Effective December 11, 2023, in compliance with Contra Costa Community College District Student Services Procedure 3025, the Student Life Office only offers a designated space in an outdoor location (at either the Pittsburg campus or Bentwood center).

Please Note:

  • Requests are scheduled on a first come, first serve basis and are subject to approval from the Office of Student Life.
  • Parties interested in passing out non-commercial materials from a distribution table will not be charged a fee.
  • Parties interested in passing out non-commercial materials from a distribution table must provide a copy of the materials to be distributed with their request form.
  • Vendors engaged in direct solicitation or sales to staff or students and distributing materials of a commercial nature must pay a fee of $50.00/day (to be paid at the Pittsburg campus cashier window prior to Office of Student Life approval).
  • The fee will be waived for vendors who are non-profits (with a non-profit federal tax ID#), government agencies, or registered LMC student clubs,
  • Parking permits are required for all vendors parking on campus ($3.00/day) - Purchase here
  • Only one table and two chairs will be provided. You may not remove or relocate any tables or other furniture.
  • Only one date/location may be requested at a time. To request additional dates or locations, you must submit a separate Vendor Registration Request Form for each date/location.

The designated space at the Pittsburg campus is located in the outdoor quad on the walkway between the Gym and Student Union (see the red star on the map below).
